This situation was acceptable before since the states were built on a military basis which required only experienced and fore-sighted servicemen at the top of the administration. Today, the world is much different than stated above; rapidly changing balance between world powers, fluctuating economics, democracy waves spreading around the world, terrorist attacks... The current policymakers, unfortunately, are not eligible to deal with all these concerns and come up with strong and promising solutions.
Theory may feed the pathway leading to sustainable dignity for a country in various ways. The first, and the most trustworthy, one is the pure factual knowledge. It is consist of information provided by the certain resources such as opinionaires, intelligence services or basically, the web. The second one is the accumulation of all the years witnessed; the experience. Policymakers may also rely on empirical laws by considering the correspondence between several phenomena. For completing this approach successfully, they must be familiar with the infrastructure of that society. The last but the most systematic one is the use of theories. Theories are the most useful instruments for international relations studies but also demand plenty of experience.
