"UN is as effective as it's member states are", while "the order in 1945 is made to manage conflicts peacefully by the permanent members [of the Security Council]", Mr Guehenno says. Speaking about the ISIS and the security threat posed by the "Islamic State", the ISIS is "occupying the vacuum" created by the conflict in Syria, and it is not viable to think about the alliance with the Assad regime for the sake of countering the newest security threat in the Middle East. He believes that ISIS threat can bring closer Iran and Saudi Arabia which can work together to restore security and stability in the region, because "it is not in their interest to see strengthened ISIS".
